With Ed Woodruff out of office,  Mayor Triebel made good on his promise to clean up gambling in Peoria. Running illicit casinos and slot machines became increasingly less profitable as police raids increased and actual fines started being enforced. Like the Pryors themselves, some underground entrepreneurs invested more heavily in the legitimate businesses at the periphery of their former lines of work.
